You’re reading a formal announcement about a proposal. It says the committee approved it, then explains that the plan will now move ahead. In reports and official writing, 被……所…… and 为……所…… put the affected person or thing first and name who acted.
这项计划被委员会所批准，预计下个月开始实施。
zhè xiàng jìhuà bèi wěiyuánhuì suǒ pīzhǔn, yùjì xià ge yuè kāishǐ shíshī.
The plan was approved by the committee and is expected to be implemented next month.

zhège jiélùn wéi xuéjiè suǒ jiēshòu, hòulái chéng le yánjiū de jīchǔ.
This conclusion was accepted by the academic community and later became the basis for research.

These forms sound formal and are common in written reports. Use 被……所…… or 为……所…… around the doer and action; in everyday conversation, a shorter 被 sentence is usually more natural.
