At the Opening, Here’s the Announcement にあたり・につき・にて

These formal patterns often appear in notices and speeches. にあたり marks an important occasion or milestone and introduces what is done for it. につき can mean “because of” in announcements, or “per / for each” in administrative language. にて is a formal written counterpart of で, marking a place or means. They sound more official than their everyday alternatives.

にあたり follows a noun or dictionary-form verb connected to a significant event: 開始にあたり, “at the start.” It often introduces preparations, announcements, or a formal greeting.

際に also means “when / on the occasion of,” but it is a more general formal time marker and can be used for routine events as well as milestones: ご利用の際に, “when using the service.”

In notices, につき means “because of / on account of.” In administrative contexts it can also mean “per”: 一人につき一枚, “one per person.” Context and the phrase that follows identify the reading.

にて marks a location or means in formal writing: 会議室にて, “in the conference room”; 書面にて, “in writing.” In everyday conversation, で is more natural.

In Real Life
A public notice might say 工事につき通行止め, “road closed due to construction.” An event host could say 開催にあたり, then give a welcome. These expressions make the message sound official and concise.
Hint · 힌트
Milestone or occasion: にあたり. Reason or per-unit notice: につき. Formal “at/by means of”: にて. For ordinary conversation, use に際して, で, or ので as appropriate.
