に照らして names the standard used to judge the next clause. It often appears in administrative or analytical writing.

In official guidance, find the stated standard first; the next clause tells you what is measured against it.

In Real Life
Administrative rules may be applied に照らして a stated criterion or carried out に則って a regulation. These phrases make the standard or rule explicit in formal notices.
Hint · 힌트
Name the relation in your notes: comparison standard, rule followed, time boundary, or sequence. Similar translations can hide different attachment patterns.
