The small café is crowded even on weekdays, let alone on a rainy Saturday. 何况 introduces that stronger supporting point. 进而 does something else: it carries the previous idea forward into a next step or further development.
宝宝连走都不会，更何况是跑。
bǎobao lián zǒu dōu bùhuì， gèng hékuàng shì pǎo。
The baby can't walk, much less run.
他先是犹豫，进而拒绝了。
